The revised IBA GATS Manual reviews the substantive provisions of the GATS; explains how these substantive provisions of the GATS apply to legal services; outlines some of the developments since the adoption of the GATS and their relevance for legal services; and determines where discussions related to legal services took place. It also reviews the measures taken by the IBA with regard to the GATS and discusses the proliferation of bilateral and regional trade agreements including legal services. All WTO members are signatories to the GATS and must assume the obligations arising from it. Whatever the political attitude of their countries, trade officers need to be familiar with this agreement and its impact on trade and development. These effects may be much greater than the available trade data suggest. The objective of the revised manual is to enable the chambers of IBA members to understand the current obligations of their jurisdiction under the GATS and to enable them to engage meaningfully with each other and with their government representatives in the ongoing GATS negotiations, which are taking place under the auspices of the World Trade Organization. .
